Program Integrity Alliance Adds Veteran Government Leaders to its Board
WASHINGTON, D.C. — The Program Integrity Alliance (PIA) announced today the appointment of five distinguished leaders to its Board of Directors. These appointments reflect PIA’s commitment to strengthening program integrity across public sector institutions through the highest caliber of expertise, strategic vision, and cross-sector experience. These leaders bring a combined 100+ years of experience in fraud, waste, abuse, and anti-corruption in the public and private sectors. Their collective knowledge of federal financial management, data innovation, and legislative reform will be invaluable as PIA works to build a more accountable and effective government.
Amy Edwards Holmes
Director, Arizona Capacity and Efficiency (ACE) Initiative | Partner, Holmes Consulting Group
Amy Edwards Holmes is a nationally recognized expert in data strategy, analytics, and public sector innovation with over two decades of federal, state, and local government leadership. A Fellow of the National Academy of Public Administration, she previously served as Executive Director of the Bloomberg Center for Government Excellence at Johns Hopkins University and as Deputy Assistant Secretary at the U.S. Department of the Treasury, where she led implementation of the DATA Act and launched landmark financial transparency reforms. Through Holmes Consulting Group, she advises governments on harnessing data, AI, and digital transformation to improve service delivery and strengthen public trust. Holmes brings PIA an unmatched track record of turning policy expertise into durable, measurable impact.
Paul Johnson
President, Slipstream Advocacy | Former Staff Director, House Budget Committee
Paul Johnson brings exceptional legislative fluency to PIA’s board with more than a decade of experience in the United States Congress. As Staff Director of the House Budget Committee, he guided the committee through budget resolution and reconciliation, including the successful advancement of H.R. 1, and co-led the bipartisan Improper Payments Working Group with the Oversight Committee. Through his work, Paul directly addressed federal payment vulnerabilities. His legislative efforts resulted in more than 10 bills signed into law. Now President of Slipstream Advocacy, Johnson provides PIA with strategic insight at the intersection of fiscal policy and legislative reform.
Carlos Otal
Founder, ProsimAcuitas LLC and Senior Partner, Catapult Growth Partners | Former National Managing Partner, Grant Thornton Public Sector
Carlos Otal brings a wealth of experience leading and transforming organizations supporting the federal government with over 35 years of leadership spanning the public sector, financial services, and management consulting. As former National Managing Partner for Grant Thornton LLP’s Public Sector practice, he oversaw growth strategy, market development, and service delivery for advisory and data analytics engagements across all cabinet-level federal departments. He has previously held senior roles at PwC/IBM and PeopleSoft/Oracle, and today provides strategic growth advisory and fractional CXO services through ProsimAcuitas LLC and Catapult Growth Partners. A Virginia Tech graduate with a Certificate in Transformational Leadership from Oxford’s Saïd Business School, Carlos serves on multiple boards and brings PIA a wealth of experience in operational transformation and organizational scale.
Shruti Shah
Associate Director, Anti-Corruption Compliance, Raytheon | Former President & CEO, Coalition for Integrity
Shruti Shah is one of the country’s foremost experts on anti-corruption, financial integrity, and compliance. She has more than 20 years of global experience advising multinational companies, governments, and international institutions and previously served as Senior Policy Advisor in the U.S. Department of State’s Office of the Coordinator on Global Anti-Corruption, where she advanced AML frameworks, corporate governance, and U.S. anti-corruption priorities worldwide. As former President & CEO of the Coalition for Integrity, she developed multi-national compliance frameworks and contributed to OECD and G-20 anti-corruption standards. Her earlier career includes forensic and advisory roles at KPMG and PwC. Shah brings PIA deep expertise in data-driven compliance, risk detection, and building systems of accountability.
Danny Werfel
Former Commissioner, Internal Revenue Service (2013; 2023–2025) | Former Controller, Office of Management and Budget
Danny Werfel is a distinguished public servant, with more than 20 years of experience supporting the federal government. As Controller of the Office of Management and Budget, he led government-wide initiatives to improve program integrity, financial management, and reduce improper payments. He also played a pivotal role in implementing the American Recovery and Reinvestment Act. He served as acting IRS Commissioner in 2013 during a critical period of institutional restoration and later led Boston Consulting Group’s Public Sector practice before returning to government as the 50th IRS Commissioner from 2023 to 2025, where he oversaw 90,000 employees and a major technology modernization effort. Werfel brings PIA expertise in federal financial management, institutional reform, and program integrity leadership.
