Terms of Service

Welcome to the Program Integrity Alliance ("PIA", "we", "us", or "our") website and services, including but not limited to GovQuery and other AI-powered search and exploration tools (collectively, the "Services"). By accessing or using the Services, you agree to these Terms of Service ("Terms"). If you do not agree, do not use the Services.


1. Acceptance of Terms

By using our Services, you acknowledge that you have read, understood, and agree to be bound by these Terms and our Privacy Policy, which is incorporated herein by reference.


2. Description of Services

PIA provides tools that enable users to search, explore, and extract information from publicly available government documents and data sources. The Services may use search, indexing, document ingestion, parsing, and AI technologies to help locate, extract, and summarize public-domain information. PIA references and links to original sources where available.

PIA does not alter the underlying source documents. The Services may generate separate summaries, analyses, excerpts, or extracted representations for informational purposes.

Data Update Schedule: The Services aggregate data from government sources in the public domain on a periodic basis. Update frequency varies by source and is not guaranteed.

No Government Affiliation: The Services are not affiliated with, endorsed by, or operated by any government agency.


3. Use Through Third-Party Platforms

The Services may be accessed through third-party platforms. Your use is subject to those platforms' terms and privacy policies. PIA does not control, and is not responsible for, how third-party platforms process, store, or use data submitted through their systems.


4. User Conduct

You agree not to misuse the Services or violate applicable laws. Prohibited conduct includes using automated scraping tools for bulk extraction, reverse engineering the Services, misrepresenting sources, bypassing security, harassing others, or reselling the Services as a competing product.


5. Content Accuracy and AI Limitations

The Services are provided for informational purposes only. Government data and AI-generated summaries may be incomplete, outdated, or inaccurate. AI-generated content may contain errors or hallucinations.

The Services may also contain errors arising from document ingestion, parsing, optical character recognition (OCR), formatting, or extraction processes.

Users must verify information against original source documents before relying on it. You assume all risk arising from your use of the Services and any reliance on information obtained through them.


6. No Warranty

THE SERVICES ARE PROVIDED "AS IS" AND "AS AVAILABLE" WITHOUT WARRANTIES OF ANY KIND.


7. Limitation of Liability

TO THE MAXIMUM EXTENT PERMITTED BY LAW, PIA SHALL NOT BE LIABLE FOR INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES. TOTAL LIABILITY SHALL NOT EXCEED $100. Some jurisdictions do not allow certain limitations of liability.


8. Intellectual Property

PIA does not claim ownership of government or public-domain content. Some materials may contain copyrighted elements. Users are responsible for determining reuse rights.

The Services, software, and presentation are owned by PIA and protected by law. Limited sharing with attribution is permitted; bulk redistribution or competing services are prohibited.


9. User Inputs

You retain rights to your queries. You grant PIA a limited license to use inputs to operate and improve the Services.


10. Privacy

Use of the Services is governed by PIA's Privacy Policy.


11. Third-Party Links

PIA is not responsible for third-party websites or their content.


12. Service Changes

PIA may modify or discontinue the Services at any time.


13. Changes to Terms

Material changes will be posted with at least 30 days' notice.


14. Indemnification

You agree to indemnify and hold harmless PIA from claims arising from your use of the Services.


15. Dispute Resolution

Disputes shall be governed by Delaware law and resolved in Delaware courts.


16. DMCA / Copyright Complaints

If you believe content infringes your copyright, submit notice to info@programintegrity.org. PIA will respond in accordance with applicable law.


17. Severability

If any provision is unenforceable, the remainder remains in effect.


18. Entire Agreement

These Terms constitute the entire agreement.


19. Assignment

You may not assign these Terms without consent. PIA may assign freely.


20. Force Majeure

PIA is not liable for delays due to events beyond its control.


21. Feedback

Feedback may be used by PIA without obligation.
